跟进：国际法院五名法官全部选出：肯尼亚的奥科瓦第三轮投票拿下最后一席
纽约——联合国大会和安全理事会11月3日在纽约联合国总部同时以无记名投票方式选举国际法院法官，经过三轮投票，5个席位已全部产生：肯尼亚的 Phoebe Okowa 在第三轮投票中胜出，拿下最后一席。当选的5名法官任期九年，将于2027年2月6日开始履职。
此次共有9名候选人角逐5个席位，接替任期将于2027年2月5日结束的5名法官。首轮投票已选出4人：英国的 Dapo Akande、法国的 François Alabrune、约旦的 Mahmoud Daifallah Hmoud 和新加坡的 Rena Lee（陈惠菁）。第二轮投票中，其余候选人均未同时在大会和安理会获得绝对多数；来自塞拉利昂、厄瓜多尔和韩国的候选人随后退选，Okowa 在第三轮投票中击败秘鲁的 Luz del Carmen Ibáñez Carranza。

Follow-Up: All Five ICJ Judges Elected: Kenya's Phoebe Okowa Wins the Final Seat in a Third Round of Voting
New York — The UN General Assembly and Security Council, voting simultaneously by secret ballot at UN headquarters on November 3, completed the election of five judges to the International Court of Justice after three rounds: Phoebe Okowa of Kenya won the final seat in the third round. The five judges-elect will serve nine-year terms beginning on February 6, 2027.
Nine candidates contested the five seats, which fall vacant when five judges' terms end on February 5, 2027. Four were elected in the first round: Dapo Akande of the United Kingdom, François Alabrune of France, Mahmoud Daifallah Hmoud of Jordan and Rena Lee of Singapore. No fifth candidate secured an absolute majority in both bodies in the second round; the candidates from Sierra Leone, Ecuador and South Korea then withdrew, and Okowa defeated Luz del Carmen Ibáñez Carranza of Peru in the third round.
Hmoud and Okowa were both re-elected, having first joined the court through by-elections in May and November 2025 to fill vacancies left by resigning judges. Rena Lee was Singapore's first-ever candidate for the court since the country joined the United Nations in 1965, and her election makes her the first woman from Southeast Asia to sit on the ICJ. The court, seated at the Peace Palace in The Hague, has 15 judges and is the United Nations' principal judicial organ, deciding legal disputes between states.
