跟进：能源部授出东北取暖油储备交换合同：30万桶取暖燃油11月6日前交付
美国能源部（DOE）2026年11月3日在华盛顿宣布，已授出东北取暖油储备（NEHHOR）的交换合同，共释出30万桶超低硫馏分油（取暖燃油），燃油从马萨诸塞州 Boston 与康涅狄格州 New Haven 两处储存点出库，全部转移与交付定于11月6日前完成，以缓解东北地区取暖燃油供应压力。
这是能源部10月21日发出招标公告后的授合同阶段。10月21日公告拟以交换方式最多释出31.5万桶；本次授出的30万桶经竞争程序、依能源部的紧急交换权限成交。按交换条款，承购方须归还同等数量的燃油并加付溢价，确保东北取暖油储备在2027—2028年取暖季之前得到补充、维持长期战备状态。
能源部副部长 Kyle Haustveit 表示，在特朗普总统领导下，能源部正尽一切努力降低美国民众的能源成本；此次行动将帮助应对供应链扰动，确保东北地区民众今冬温暖过冬，同时保护东北取暖油储备的长期战备状态。
能源部说明，东北取暖油储备存放的是可直接分发给消费者、无需再加工的成品油，因此本次释出有助于缓解近期市场压力、支持东北地区取暖燃油供应。

Follow-Up: Energy Department Awards Northeast Heating Oil Reserve Exchange Contracts: 300,000 Barrels Due by November 6
The U.S. Department of Energy (DOE) announced in Washington on November 3, 2026, that it has awarded exchange contracts from the Northeast Home Heating Oil Reserve (NEHHOR) for 300,000 barrels of ultra-low sulfur distillate (heating fuel oil), to be supplied from storage sites in Boston, Massachusetts, and New Haven, Connecticut, with all fuel transfers or deliveries scheduled to be completed by November 6, 2026, to ease heating-fuel supply pressure in the Northeast.
The awards follow DOE's October 21, 2026, request for proposals, which had sought exchanges of up to 315,000 barrels. The 300,000 barrels were awarded through a competitive process under DOE's emergency exchange authority. Under the contracts, exchange recipients will return the same volume of fuel oil plus a premium, ensuring the NEHHOR is refilled ahead of the 2027-2028 heating season and maintains its long-term operational readiness.
DOE Under Secretary of Energy Kyle Haustveit said that under President Trump's leadership, the Energy Department is continuing to do everything in its power to lower energy costs for the American people, and that the actions will help address supply chain disruptions and ensure Americans in the Northeast stay warm while protecting the long-term readiness of the reserve.
DOE noted that because the NEHHOR contains refined petroleum products that can be distributed directly to consumers without additional processing, the awards will help address near-term market pressures and support the availability of heating fuel across the Northeast.
