俄克拉荷马州数据中心地下水冷却限制生效：禁蒸发式耗水冷却、须用低耗水循环系统
俄克拉荷马州参议院第259号法案11月1日正式生效，对数据处理设施与数据中心使用地下水冷却作出限制：禁止通过露天蒸发系统或一次性直通式等耗水方式使用地下水冷却，相关设施申请地下水许可时，须证明采用闭环、介电浸没或同等低耗水冷却系统，由州水资源委员会认定。
该法案由州长于5月20日批准，8月6日举行仪式性签署说明，最终文本将生效日定为2026年11月1日。法案针对的是地下水与特定设施的冷却用途，并非全州禁止一切用水或禁止一切液冷技术，也不设矿场规模门槛。
支持者表示，随着数据中心规模扩大，蒸发式冷却可能大量消耗地下水，立法意在保护含水层与农业、居民用水。与该法同时被提及的众议院第2992号法案是另一部关于电力与大负荷用户的法律，已于7月1日生效，其电价保护内容与11月1日的地下水变化无关。州水资源委员会将负责审核相关许可申请。

Oklahoma's Groundwater Cooling Limits for Data Centers Take Effect: Evaporative Cooling Banned, Low-Water Recirculating Systems Required
Oklahoma Senate Bill 259 took effect on November 1, restricting the use of groundwater for cooling at data processing facilities and data centers: groundwater may not be used for cooling through open-air evaporative systems or once-through methods that consume it, and facilities applying for a groundwater permit must demonstrate a closed-loop, dielectric immersion or comparably low-consumption cooling system, as determined by the Oklahoma Water Resources Board.
The governor approved the bill on May 20, a ceremonial signing explanation followed on August 6, and the final text set the effective date as November 1, 2026. The law targets groundwater and the cooling use of specific facilities; it is not a statewide ban on all water use or all liquid cooling technology, and it sets no mining-farm size threshold.
Supporters say evaporative cooling can consume large volumes of groundwater as data centers grow, and the legislation aims to protect aquifers and water for farms and residents. House Bill 2992, often mentioned alongside it, is a separate law on electricity and large-load users that took effect July 1; its ratepayer protections are unrelated to the November 1 groundwater change. The Water Resources Board will review the relevant permit applications.
