[Video] Trump Says U.S. and Canada Have the "Concept" of a Trade Deal and Are Very Close to an Agreement

On the afternoon of November 1, President Donald Trump arrived in Dubuque, Iowa, and took questions from reporters for about nine minutes on the airport tarmac before heading to a midterm campaign rally at the Five Flags Center. The White House official channel published the full video of the gaggle the same day. In the exchange, Trump said the United States and Canada now have the "concept" of a trade deal and are very close to an agreement.

According to Reuters, Trump said he had spoken again with Canadian Prime Minister Mark Carney the day before: "we have the concept of a deal that's going to be great for our farmers, great for our country." According to The Associated Press, Trump also said the United States has been losing money with Canada for many years and that the two sides are now "very close to having a deal," which he said would also be fine for Canada. He said the talks involve construction of the Keystone XL pipeline, and that part of the agreement is that U.S. farmers will have to pay no tariffs. Trump gave no timeline or specific terms.

On the Canadian side, Carney said the same day that he had held a constructive conversation with Trump, building on recent discussions about the outlines of a mutually beneficial deal. According to The Associated Press, Carney said such an agreement should create jobs, improve affordability and fully respect Canada's languages, culture and sovereignty, and that negotiating teams would work in the coming weeks to deliver that outcome.

U.S.-Canada trade talks broke down in August, when Canada rejected U.S. demands that Carney said threatened Canadian sovereignty, with French-language protections and the auto industry also in dispute; Trump responded with 50 percent tariffs on roughly $20 billion in Canadian goods, and Canada retaliated. According to The Associated Press, Carney said last week that talks had picked up as Washington moved closer to Canada's position, but said as recently as Wednesday that the two countries were not yet in a position to reach an agreement before the November 3 midterm elections. The trade dispute has become an election issue in border states including Michigan and Maine.

The gaggle opened with Trump's reaction to Michigan Democratic Rep. Haley Stevens endorsing Republican Senate nominee Mike Rogers earlier that day. According to USA Today, Trump called the endorsement "a big move," said nobody had expected it but that it was a smart thing to do, and said he had contacted Stevens to thank her, told her she had done the right thing, and would love to have her join the Republican Party; House Speaker Mike Johnson, standing with the president, said he had sent Stevens a note saying she was standing for truth. The exchange also covered Trump's onward trip to a rally in Salina, Kansas, later that day; a report that Sen. Chris Murphy had suffered a stroke, to which Trump reacted sympathetically; wind power (Trump said he is not a believer in wind and called it a very expensive form of energy); repairs to the White House reflecting pool; a good talk with Israeli Prime Minister Netanyahu; and a lawsuit involving Dan Sullivan, which Trump called meritorious and whose underlying matter he described as voter fraud at the highest level.
