瑞典身份证改由警方发放：在册外国居民11月1日起可电话预约
瑞典政府10月27日向议会提交法案，拟把税务局（Skatteverket）的身份证发卡服务移交警方：在瑞典登记居住的非瑞典公民，包括在册的瑞典华人居民，可自11月1日起拨打警方电话114 14预约，12月1日起在指定警局申办新身份证。
按法案安排，税务局拟自2027年3月1日起停止受理新的身份证申请；已发出的税务局身份证在到期前继续有效，2027年3月前提交的申请仍按旧规处理，并保留申诉权利。税务局身份证通常有效期为五年。
警方发放的新卡为实体身份证，内置名为 SverigeID 的国家电子身份功能，但不具备旅行证件功能。瑞典公民的国民身份证本就由警方发放，12月起新签发的国民身份证也可加载 SverigeID。
税务局另行表示，旗下8个服务点将自12月1日起停止受理身份证申请，且自11月1日起不能再被选为领卡地点，待领证件的安排以税务局公布的指引为准。该法案尚待议会表决通过。
Sweden Moves ID Cards to the Police: Registered Foreign Residents Can Book From November 1
Sweden's government submitted a bill to Parliament on October 27 that would move the Tax Agency's (Skatteverket) ID-card service to the Police. Registered residents who are not Swedish citizens, including Chinese residents registered in Sweden, can book appointments from November 1 by calling the police number 114 14, with applications handled at selected police stations from December 1.
Under the bill, Skatteverket would stop accepting new ID-card applications from March 1, 2027. Cards already issued by the agency would remain valid until they expire, and applications submitted before March would still be processed under the old rules, with appeal rights preserved. Skatteverket cards are normally valid for five years.
The police-issued replacement is a physical ID card carrying SverigeID, the state's electronic identification, and has no travel function. Swedish citizens already obtain their national ID cards from the police; from December, newly issued national cards can also carry SverigeID.
Separately, Skatteverket says eight of its service offices will stop taking ID-card applications on December 1 and cannot be selected for collection from November 1, with arrangements for pending cards set out in the agency's guidance. The bill has not yet been approved by Parliament.
