San Diego's Homelessness Response Resources Nearly Double in Seven Years, From 5,924 to 11,572
A progress update presented to the City Council of San Diego, in California's San Diego County, shows the city's homelessness response system has nearly doubled since the Community Action Plan on Homelessness launched in 2019: total resources have grown from 5,924 to 11,572. The largest increase came in supportive housing, which expanded from 3,229 units to 6,804.
The update was delivered by the city's Homelessness Strategies and Solutions Department, the San Diego Housing Commission and the Regional Task Force on Homelessness. The city currently funds about 2,600 sheltering options, including 1,551 traditional shelter beds, 767 Safe Sleeping tents, 396 Safe Parking spaces and 18 camper trailers designated for families, and in fiscal year 2026 San Diego is projected to add 200 shelter beds compared with the previous year.
New Point-in-Time Count data show unsheltered homelessness in the city down 6.6% from the previous year — a second consecutive annual decline — with unsheltered veteran homelessness down 16%, youth homelessness down 42% and family homelessness down 3%.
"San Diego has remained focused on a consistent strategy: prevent homelessness when possible, provide safe and appropriate shelter, and help people move into permanent housing," said Mayor Todd Gloria, noting that permanent supportive housing has more than doubled. The report also flags a gap in prevention and diversion: regional estimates suggest about 4,700 people a year would need to be served to significantly reduce inflow into shelters, while current resources can serve about 1,613 a year. The city says it will keep investing in what works.
