圣迭戈推出「全民街道」手册草案：居民可组队把社区街道改造成慢行与聚会空间
加利福尼亚州圣迭戈县圣迭戈市10月29日推出新资源「全民街道」（Streets for All）：一份指导社区改造自家街道的手册草案，帮助居民与商家联手设计近期可落地的「快建」项目，让街道更安全、更适合步行与邻里聚会。市府现正邀请公众审阅草案并提出意见，意见征集期至11月13日。
草案列出三种可申请的街道类型：一是「住宅健康连通街道」，优先步行与骑行、允许车辆慢速通过；二是「住宅宁静街道」，可部分或完全限制车辆通行，腾出空间供邻里聚会、玩耍与步行；三是「商业健康连通街道」，在商业区为户外咖啡、聚会与步行留出更多空间，同时保留慢速车行与送货通道。手册配有照片与示意图，说明各类交通稳静化措施的做法与效果。
市规划局局长 Heidi Vonblum 表示，生活和工作在社区里的人最了解自己的社区，「全民街道」就是给居民提供工具，让大家朝着共同目标一起动手改善街道。市府将在意见期结束后修订草案，手册预计于2027年定稿，届时社区与商家团体即可按手册组队选址、筹资并实施改造。
San Diego Launches 'Streets for All' Draft Manual to Help Neighbors Reshape Their Streets
The City of San Diego, in San Diego County, California, launched a new resource on October 29, Streets for All: a draft manual that guides communities interested in transforming their neighborhood streets into safer, more welcoming spaces, with traffic calming or more room for neighbors to gather. The city is inviting feedback on the draft through November 13, 2026.
The draft outlines three types of streets communities could pursue: Residential Healthy and Connected Streets, which prioritize walking, biking and rolling while letting drivers pass at slower speeds; Residential Calm Streets, which can partially or fully restrict vehicle traffic to create space for gathering, play and walking; and Business Healthy and Connected Streets, which make more room for outdoor cafes, gathering and walking in business districts while keeping slow vehicle access and deliveries. The manual includes photos and illustrations of traffic-calming solutions and how they work.
City Planning Director Heidi Vonblum said the people who live and work in a neighborhood know it best, and Streets for All gives San Diegans the tools to share ideas and improve their streets together. After the comment period, the city will refine the draft, with the manual expected to be finalized in 2027, when neighborhood, community and business groups can use it to identify locations, raise funds and build the projects.
