77 Troubled Authorities Lifted and 7 Declared in Substantial Default: HUD Launches Nationwide Public Housing Accountability Dashboard With Public Performance and Funding Data
Washington — The U.S. Department of Housing and Urban Development (HUD) on October 30 launched a nationwide Public Housing Authority (PHA) Accountability Dashboard, putting the performance scores and federal funding data of public housing authorities across the country in one public tool that residents, local officials and the public can search by housing authority, by state or nationwide.
"Since Day One, HUD has been committed to increasing transparency, strengthening program integrity, and rooting out waste, fraud, and abuse," said Secretary Scott Turner. "Every family and individual in federally assisted housing deserves a safe home and a well-managed housing authority. The PHA Accountability Dashboard will provide the public with a clear view of service quality, reinforcing public trust and ensuring PHA performance is held to the highest standard."
According to HUD, the department had earlier established the Assessment, Recovery, and Oversight Center (AROC) to improve troubled PHA performance through early intervention. Since January 2025, HUD has lifted 77 PHAs out of troubled status and has also declared 7 PHAs in substantial default, acting to protect residents and uphold safe housing conditions. The dashboard builds on that work by giving residents, stakeholders and the public direct access to each authority's performance and funding data.
The dashboard brings together five kinds of data: a PHA's current performance score from HUD's Public Housing Assessment System (PHAS) and Section 8 Management Assessment Program (SEMAP); its current performance designation — High Performer, Standard, Substandard or Troubled; the public housing units and Housing Choice Vouchers under its management; its utilization rates for vouchers and funding; and the budget authority — the federal resources it has to serve its residents.
Users can also run custom reports by PHA status — troubled, substandard, standard, high performers, in receivership or monitorship, or facing a funding shortfall — and compare results across states and regions. The dashboard comes with a glossary of key terms and a user guide for residents, local officials, advocates and researchers.
HUD said the launch builds on its work as part of the White House Task Force to Eliminate Fraud. This year the department has cleaned out criminal fugitives living in HUD-funded housing, ended illegal immigrants and non-residents receiving taxpayer-backed FHA homeownership loans, and suspended funding to agencies accused of abusing disaster and homelessness funds.
