California: Federal Judge in Los Angeles Issues Preliminary Injunction Barring Suspicionless Immigration Stops in Seven Southern California Counties
Los Angeles, Los Angeles County, California — A federal judge in Los Angeles has issued a preliminary injunction barring the federal government from conducting suspicionless, race-based immigration stops in Southern California, according to an Oct. 29 report in the Daily News. The order covers the seven counties of the Central District of California: Los Angeles, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara and Ventura.
U.S. District Judge Maame Frimpong partly granted a class action brought on behalf of affected individuals, ruling that unless an operation takes place at a port of entry, a checkpoint or another location with a border function, the defendants may not carry out detention and stop policies in the Central District based on racial stereotyping. The order states that in forming reasonable suspicion, immigration officers must consider the totality of the circumstances and may not act on appearance alone, including perceived low-income or working-class Latino identity.
The lawsuit stems from a 2025 incident in Pasadena in which three men waiting for a bus were surrounded and detained by federal immigration agents. The ACLU of Southern California and other groups then sued, alleging that aggressive immigration raids in the Los Angeles area violated the Fourth Amendment. Since the summer of 2025, federal agents have conducted warrantless, discriminatory immigration stops across the region.
