跟进：联邦通信委员会10月29日表决禁止所有中国实验室检测输美电子产品，2028年12月生效

哥伦比亚特区华盛顿市消息：联邦通信委员会10月29日投票决定，禁止所有中国实验室检测供美国使用的电子设备，包括智能手机、相机与电脑，扩大了此前针对北京的行动。

委员会表示，将禁止位于中国等不给予美国实验室对等待遇国家的检测实验室与认证机构参与相关工作，禁令定于2028年12月生效。委员会主席布伦丹·卡尔表示，2025年有82%的电子设备在中国检测，而中国与美国没有相关协议；只有约4%的电子设备在美国境内实验室检测。卡尔说，这些实验室是进入美国通信基础设施的关键门户，能够在产品上市前数月接触敏感与保密信息，可能让不安全设备进入美国市场、干扰通信网络或窃取知识产权。

委员会同时简化了在美国实验室或非风险国家实验室检测的设备的审批流程。2025年，委员会已禁止由中国政府拥有或控制的实验室检测美国电子产品，数十家实验室已被列入禁令名单；中国驻华盛顿大使馆未立即回应置评请求。

Washington, District of Columbia: The Federal Communications Commission voted on October 29 to bar all Chinese laboratories from testing electronic devices for use in the United States, including smartphones, cameras and computers, expanding its earlier actions targeting Beijing.

The commission said it will bar test labs and certification bodies in China and other countries that do not give U.S. labs reciprocal treatment, with the ban set to take effect in December 2028. Chairman Brendan Carr said 82% of electronic devices were tested in China in 2025 under no agreement with the United States, while only about 4% were tested at labs inside the U.S. Carr said these labs are a key gateway into U.S. communications infrastructure, able to access sensitive and confidential information months before products reach the market, potentially letting unsafe devices enter the U.S., disrupting networks or stealing intellectual property.

The commission also streamlined approvals for devices tested at U.S. labs or labs in non-risk countries. In 2025 the commission had already barred labs owned or controlled by the Chinese government from testing U.S. electronics, and dozens of labs have been placed on the ban list. China’s embassy in Washington did not immediately respond to a request for comment.
