匈牙利新政府推进对美核能协议立法：外长在华盛顿另签能源基础设施备忘录
路透社10月29日报道，匈牙利政府当天提请议会，将美国与匈牙利之间的民用核能政府间协议立法生效。该协议于今年2月16日美国国务卿鲁比奥（Marco Rubio）访问布达佩斯期间签署。
同日，匈牙利外交部长 Anita Orbán 与鲁比奥在华盛顿另行签署了一份能源基础设施谅解备忘录。该备忘录在「特朗普和平管道框架」之下达成，这一框架于4月28日在克罗地亚杜布罗夫尼克举行的三海倡议峰会上启动。双方当天还签署了一份执法合作备忘录。
核能合作的核心项目是匈牙利 Paks 核电站的扩建。匈牙利方面的最终决定预计在2026年底至2027年初作出。
执政党在匈牙利议会握有三分之二多数席位，协议立法生效所需的票数没有悬念。推进与美国的核能协议立法，是匈牙利新政府延续前任政府对美能源合作路线的一项具体动作。
Hungary's New Government Moves to Enact US Nuclear Deal as Foreign Minister Signs Energy Memorandum in Washington
Hungary's government on October 29 submitted to parliament the enactment of the intergovernmental agreement on civil nuclear cooperation between the United States and Hungary, Reuters reported the same day. The agreement was signed on February 16 this year during US Secretary of State Marco Rubio's visit to Budapest.
The same day, Hungarian Foreign Minister Anita Orbán and Rubio signed a further memorandum of understanding on energy infrastructure in Washington. The memorandum was concluded under the "Trump Peace Pipeline" framework, launched on April 28 at the Three Seas Initiative summit in Dubrovnik, Croatia. The two sides also signed a law-enforcement cooperation memorandum that day.
The centrepiece of the nuclear cooperation is the expansion of Hungary's Paks nuclear power plant. A final Hungarian decision is expected in late 2026 to early 2027.
The ruling party holds a two-thirds majority in the Hungarian parliament, so the votes needed to enact the agreement are not in doubt. Advancing the US nuclear deal is a concrete step by Hungary's new government to continue its predecessor's line of energy cooperation with the United States.
