Los Angeles County, California: Pathway Home Operation at Rio Hondo Confluence Brings 14 People Indoors
Los Angeles County announced on October 26 that its flagship Pathway Home program completed its 79th encampment resolution on October 21, bringing 14 people who had been living in riverbeds and concrete channels near the confluence of the Los Angeles River and the Rio Hondo, by South Gate, Bell Gardens and Downey in Los Angeles County, California, into interim housing.
The county said the 14 residents are now staying at motels operating as interim housing, where they can access supportive services and case management on a path to permanent housing. Since Pathway Home launched in August 2023, more than 2,300 county residents have moved off the streets and nearly 900 have been permanently housed, and the operations have removed more than 1,400 recreational vehicles from the streets.
The operation was carried out by the Department of Homeless Services and Housing (HSH) with the office of Supervisor Janice Hahn. HSH unsheltered response teams, the Sheriff's Department Homeless Outreach Services Team and the provider HOPICS spent weeks doing outreach and building trust with residents before the move.
The county said the approaching El Niño storm season made the work more urgent, since encampments along waterways are among the first places flooded in heavy rain. The cleared stretches of channel are being cleaned and restored.
