San Diego Council Unanimously Ratifies Temporary Data Center Moratorium Backed by Mayor Gloria

San Diego Mayor Todd Gloria, in San Diego County, California, issued a statement on October 27 after the City Council voted unanimously to ratify a temporary moratorium on data center development in the city. The moratorium grew out of an executive order Gloria signed on October 22 directing the City Planning Department to bring the temporary pause to the Council for ratification.

'I appreciate the City Council's unanimous ratification of the temporary moratorium on data center development. This is a necessary and responsible step to make sure any development does not outpace our responsibility to protect San Diegans,' Gloria said. 'Data centers can place significant demands on electricity, water, land and infrastructure. San Diego welcomes innovation, investment and the jobs that come with them. What we will not do is ask residents to absorb unnecessary costs or neighborhood impacts. We can support innovation and protect San Diegans at the same time, and that is exactly what this moratorium allows us to do. This is the right decision for our city.'

During the pause, the city will assess potential impacts on water supplies, electricity demand and costs, housing opportunities, infrastructure and surrounding neighborhoods, within the city's jurisdiction. The Planning Department was also directed to establish a Data Center Stakeholder Working Group, including technology experts, community advocates, utility and water professionals, and housing and land-use experts, to recommend comprehensive regulations governing the location, development, construction, operation and potential expansion of data centers in San Diego.

City departments are required to provide preliminary recommendations to the Mayor and City Council within 180 days. The mayor's office said the pause is meant to set rules before development proceeds, rather than letting large projects move ahead without a regulatory framework.
