Government Contractor Charged With Leaking Defense Secrets to Girlfriend's Substack, Justice Department Says
The U.S. Justice Department announced on Friday, October 23, that the FBI had arrested a government contractor accused of leaking national defense information to a woman who repeatedly posted classified information to an online publication. The department said the contractor provided services to the CIA; CIA Director John Ratcliffe said the case followed a referral from the Agency and that the FBI made the arrest on Friday.
Ian A. Brinksman, 42, of the District of Columbia, was arrested following a search of his residence and charged by criminal complaint with unlawfully transmitting national defense information. According to the complaint, beginning in 2020 Brinksman worked as an employee of a U.S. government agency based in the Eastern District of Virginia, and later, in 2022, began working as a developer for systems integration for "Company 1," a contractor to the same agency. At all relevant times he held a Top Secret security clearance with Sensitive Compartmented Information access. The complaint says Brinksman had an ongoing personal relationship with an individual who maintains an online publication on Substack ("Individual 1"); a fundraising article she published in September 2026 claimed she had "published reporting based on classified [relevant U.S. government agency] assessments," and she posted on her social media profile, "I also accept leaks." Reuters reported that the fundraising passage quoted in the affidavit appears in a September 28 piece in the Capital & Empire newsletter authored by Aída Chávez; the affidavit itself identifies the journalist only as "Individual 1." A federal public defender representing Brinksman declined to comment.
"National defense information is classified to protect the American people from bad actors around the world who wish to do us harm," Attorney General Todd Blanche said. "The Department of Justice will continue prosecuting individuals who leak classified information and put our national security at risk." FBI Director Kash Patel said the Bureau arrested Brinksman after he was "caught allegedly betraying his oath and leaking classified defense information." Assistant Attorney General for National Security John A. Eisenberg said: "As alleged, Brinksman reached far outside his own duties to obtain some of our Nation's most closely held secrets and handed them to a romantic partner he knew intended to publish them. That is not carelessness. It is a betrayal of his oath… If proven at trial, this conduct is a grave violation of the Espionage Act, and the National Security Division will prosecute it as such." Ratcliffe said there is "absolutely zero tolerance for leaking, and anyone who violates their oath will be held accountable and prosecuted to the fullest extent of the law."
The FBI Chicago Field Office is investigating the case, with substantial assistance from the Washington Field Office. Trial attorneys from the National Security Division's Counterintelligence and Export Control Section and an assistant U.S. attorney for the Eastern District of Virginia are prosecuting, with assistance from prosecutors in the District of Columbia. The department noted that
charges in a complaint are merely allegations and that every defendant is presumed innocent unless and until proven guilty.
