Seattle Chinatown Drug Network Leader Tommy Pham Sentenced to 10 Years for Supplying "The Jungle" Encampment; 17 Guns Seized
SEATTLE — Tommy Pham, a 39-year-old man from Newcastle, Washington, was sentenced on Wednesday, October 21, in U.S. District Court in Seattle to ten years in prison, followed by five years of supervised release. He was found to be a leader and supplier of a drug trafficking network that funneled fentanyl, methamphetamine, heroin and cocaine into Seattle's homeless encampments and its Chinatown-International District.
According to Acting U.S. Attorney Charles Neil Floyd, Pham sold fentanyl pills, methamphetamine, heroin and cocaine directly and through distributors to people residing in "The Jungle," a homeless encampment under Interstate 5 near Seattle's International District. At sentencing, U.S. District Judge Tana Lin told him: "You weren't only playing with your own life but with the lives of thousands of people for the drugs you were pumping into our community... The combo of drugs and guns significantly increases the risk of harm."
Case records show the investigation began in November 2023, led by the Seattle Police Department, the FBI, the Drug Enforcement Administration and IRS Criminal Investigation, with investigators gathering evidence through a court-authorized wiretap. In December 2024, just before the takedown, Pham was found slumped in his car with a loaded 9mm Glock 19 holding 15 rounds of ammunition, eight grams of methamphetamine and $1,322 in cash. During the January 2025 arrest operation, law enforcement seized 17 firearms — five from Pham's residence and vehicle — along with small amounts of methamphetamine, heroin and cocaine at his home. Pham pleaded guilty in February 2026.
Prosecutors noted this was Pham's second federal drug conviction: a prior three-year federal sentence had failed to deter him from dealing drugs or from illegally possessing high-powered firearms to protect his drug business.
