国务院对哥伦比亚21人实施签证限制：涉腐败与毒品贩运，点名7人并及于家属
美国国务院（Department of State）10月22日发表声明，国务卿卢比奥（Marco Rubio）宣布，依据9月28日公布的政策、按《移民和国籍法》第212(a)(3)(C)条，对哥伦比亚21人实施签证限制，指其涉嫌腐败与毒品贩运、破坏本地区民选政府。限制同时适用于被点名者的家属。
声明点名7人：哥伦比亚国家石油公司 Ecopetrol 前总裁 Ricardo Roa Barragán、Sincelejo 市长 Yahir Fernando Acuña Cardales、参议员当选人暨前众议员 Wadith Alberto Manzur Imbett、众议员当选人 Karen Astrith Manrique Olarte、前参议员 Julio Elias Chagüi Flórez、前参议员 Liliana Esther Bitar Castilla，以及前国会议员、前 Envigado 市长 José Ignacio Mesa Betancur。
国务院表示，此举是其打击腐败与毒品贩运行动的延续，承接今年3月 Doral 峰会的承诺与9月22日「美洲之盾」领导人声明。第212(a)(3)(C)条授权国务卿在认定某外国人入境可能对美国外交政策造成严重不利后果时作出限制。
State Department Imposes Visa Restrictions on 21 Colombians Over Corruption and Narcotrafficking: Seven Named, Families Covered
The U.S. Department of State said in a press statement on Oct. 22 that Secretary of State Marco Rubio is imposing visa restrictions on 21 individuals in Colombia under the policy announced Sept. 28 pursuant to Section 212(a)(3)(C) of the Immigration and Nationality Act, as part of a campaign against corruption and narcotrafficking. The restrictions also apply to the named individuals' family members.
Seven individuals were named: Ricardo Roa Barragán, former president of Ecopetrol; Yahir Fernando Acuña Cardales, mayor of Sincelejo; Wadith Alberto Manzur Imbett, senator-elect and former member of the House of Representatives; Karen Astrith Manrique Olarte, representative-elect; Julio Elias Chagüi Flórez, former senator; Liliana Esther Bitar Castilla, former senator; and José Ignacio Mesa Betancur, former congressman and former mayor of Envigado.
The department said the move builds on commitments from the Doral Summit in March and the Sept. 22 Shield of the Americas leaders' statement. Under Section 212(a)(3)(C), the Secretary of State may determine that an alien's entry would have potentially serious adverse foreign policy consequences for the United States.
