FEMA Announces $1.6 Billion in FY2026 Preparedness Grant Allocations; California Among Top Recipients

The Federal Emergency Management Agency (FEMA) on October 21 released its fiscal year 2026 preparedness grant allocations: roughly $1.6 billion across nine grant programs, awarded to state, local and Tribal governments to guard against terrorist attacks and natural disasters, build emergency operations centers and upgrade public warning systems, according to FEMA's published allocation figures.

The largest share sits in the Homeland Security Grant Program, which comprises three programs: the Urban Area Security Initiative (UASI) at $584.3 million, the State Homeland Security Program (SHSP) at $394.3 million and Operation Stonegarden at $85.5 million, together about $1.06 billion. The remaining programs are the Emergency Management Performance Grant at $337.3 million, the Emergency Operations Center Grant Program at $83 million, the Next Generation Warning System Grant Program at $48 million, the Tribal Homeland Security Grant Program at $14.3 million, the Intercity Passenger Rail Program at $9.5 million and the Intercity Bus Security Grant Program at $1.9 million.

California ranks near the top in several programs: $52.4 million under SHSP, second only to New York; $25.6 million under the Emergency Management Performance Grant, the most of any state; $34 million for the Los Angeles-Long Beach-Glendale urban area under UASI; $13.4 million under Operation Stonegarden; $10.3 million under the Emergency Operations Center program, again the most of any state; and $6.5 million to the California Office of Emergency Services under the Next Generation Warning System program for local alerting and statewide training, exercises and tests.

Other large allocations include $142.5 million for the New York urban area under UASI, the program's largest award, $32.2 million for the Washington, D.C., urban area and $31 million for Chicago; under SHSP, Texas receives $24.5 million, Florida $15.1 million and New Jersey $14.8 million, while Texas also takes the largest Operation Stonegarden award at $34.8 million.

FEMA said the funding will support planning, equipment, training and exercises to strengthen prevention, response and recovery capabilities against floods, fires, tornadoes, earthquakes, hurricanes, and cyber and terrorist attacks.
