彭宁顿县审计长11月6日辞职在即 当选审计长穆拉利要求明确大选后交接安排
南达科他州彭宁顿县的选举交接安排出现时间难题。现任县审计长萨布丽娜·格林（SabrinaGreen）定于11月6日辞职，而11月3日大选的计票核验、结果认证、选后审计乃至可能的重新计票等法定程序，很可能延续到她离任之后。
当选审计长、同时身兼第35选区州众议员的蒂娜·穆拉利（TinaMulally）10月20日发表声明，要求县领导层明确说明：11月6日之后由谁行使审计长的法定职权、选举记录如何移交、县政府与州务卿办公室就工作连续性作了哪些安排。穆拉利今年6月在共和党初选中以53%对47%击败格林。
她指出，州内近期接连出现召开特别会议讨论燃油成本等经济议题的呼声，她本人的州议员职责如何与审计长交接衔接，也需要一并说清，以免大选收官阶段出现责任真空。
Pennington County Auditor Resigns November 6; Incoming Auditor Mulally Demands Post-Election Handover Plan
Pennington County Auditor Sabrina Green will resign on November 6 — three days after the November 3 general election — and Tina Mulally, the elected incoming auditor who also serves as a state representative for District 35, is demanding the county explain who will handle post-election counting, certification, audits and any recounts, according to a statement on Mulally's site. An acting auditor may have to be appointed by the county commission.
A meeting with county human resources arranged for October 19 did not take place, Mulally said. Mulally also cited the state constitution's dual-office restriction (Article III, Section 12) in questions about the transition.
Green's resignation was first reported by the Rapid City Journal on October 1 and KOTA on October 2. County officials have not yet published a detailed succession plan for the days between the election and the swearing-in of the new auditor.
