EPA Announces $24.3 Million for Drinking Water Infrastructure Projects in Iowa

The U.S. Environmental Protection Agency's Region 7 has announced $24,289,000 in federal funding for Iowa to protect residents' health and improve drinking water infrastructure. The money comes from the Bipartisan Infrastructure Law's supplemental funding for the Drinking Water State Revolving Fund, delivered through Iowa's State Revolving Fund operated by the Iowa Department of Natural Resources and the Iowa Finance Authority, and includes $16,589,000 in loans and $7,700,000 in forgivable loans.

Three projects will receive funding: Des Moines Water Works will receive a $440,000 forgivable loan to replace a water treatment disinfection system that is more than 40 years old; the City of Altoona will receive a $7,700,000 loan to upgrade and expand its Easter Feeder water treatment plant and drinking water treatment and distribution facilities to meet population growth; and Des Moines Water Works will receive a further $16,149,000 loan to replace aging water mains in the Fleur Drive and McKinney areas, improve water supply south of Army Post Road, meet peak demand, and reduce lead exposure risk in its service area.

EPA said funding upgrades, repairs, and expansions at water treatment and supply facilities is among the most effective ways to ensure communities have access to safe drinking water, noting that part of the State Revolving Fund money comes from dedicated Bipartisan Infrastructure Law funding for emerging contaminants and lead service lines in drinking water systems.

Iowa Department of Natural Resources Director Kayla Lyon said in the announcement that the funding will allow recipients to meet or exceed state and federal drinking water standards and improve the health of Iowans now and in the future.
