Anchorage Woman, 73, Pleads Guilty to Billing the VA More Than $2.7 Million in False Claims: Marianne Rolland Faces Sentencing in January 2027
The U.S. Attorney's Office for the District of Alaska announced that Marianne Rolland, 73, of Anchorage, has pleaded guilty to health care fraud for billing the Veterans Health Administration (VHA) more than $2 million in fraudulent claims. U.S. Attorney Michael J. Heyman made the announcement.
According to court documents, between 2020 and February 2026, Rolland owned and operated White Raven Healing Services, LLC, and falsely represented herself to the Department of Veterans Affairs (VA) as a licensed clinical social worker to obtain authorization to provide mental health services to veterans. She also admitted employing an unlicensed individual to conduct mental health counseling while billing the VA as if she had provided those services herself; submitting claims using prefilled diagnosis codes without first making a diagnosis; billing for services while she was out of the state and out of the country; falsely claiming that remote services were provided in person; and falsely billing prolonged service codes. In total, she caused 2,833 false claims totaling approximately $2.7 million to be submitted; the VHA paid $1,839,727, which she has agreed to repay as restitution, including $1.1 million to be paid by the sentencing date.
Rolland faces a maximum of 10 years in prison. Sentencing is set for January 20, 2027, at 10:30 a.m., and a federal district court judge will determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors. The case was investigated by the Department of Veterans Affairs Office of Inspector General (VA OIG) and is being prosecuted by Assistant U.S. Attorneys Andrea Steward and Jordyn Caldwell.
