Repeat Fraud Felon Sentenced to 10 Years and 10 Months for Orchestrating More Than $3 Million in Fraudulent Pandemic Loans

The U.S. Attorney's Office for the Northern District of Georgia announced on October 21 that Ian Patrick Jackson, 37, of Atlanta, Georgia, was sentenced that day to ten years and ten months in federal prison, to be followed by five years of supervised release. Prosecutors said Jackson, who already had two prior felony fraud convictions, spearheaded a scheme that stole more than $3 million in pandemic relief loans, in at least 15 fraudulent loans.

According to prosecutors and court information, Jackson recruited at least nine business owners to submit fraudulent Paycheck Protection Program (PPP) loan applications to multiple banks, using falsified payroll information and concocted IRS tax forms. After each business received $300,000 in PPP money, the owners wrote 'payroll' checks to people who did not work for their businesses and then kept or split the stolen funds, with Jackson receiving a share.

Prosecutors said Jackson also used a fraudulent Georgia driver's license to apply for about $100,000 in Economic Injury Disaster Loans (EIDL) and PPP loans; conspired to apply for a $237,500 PPP loan with fabricated tax forms and a doctored bank statement; and fraudulently obtained a $240,035 PPP loan and $125,000 in EIDL loans and grants. He spent the proceeds on personal expenses including restaurant dining, spa services, phone and credit card bills, and travel to Aruba.

Jackson pleaded guilty on June 30, 2026, to one count of conspiracy to commit bank fraud, two counts of bank fraud, two counts of wire fraud, and two counts of money laundering. U.S. District Judge Eleanor L. Ross imposed the sentence.

U.S. Attorney Theodore S. Hertzberg said Jackson recruited accomplices to manipulate pandemic relief programs, stealing more than $3 million earmarked for small business owners who suffered from the pandemic. The case was investigated by the U.S. Small Business Administration Office of Inspector General and the Federal Bureau of Investigation. Marlo Graham, Special Agent in Charge of FBI Atlanta, said Jackson's decision to orchestrate the scheme despite his prior fraud convictions demonstrated a blatant disregard for the law and for the taxpayers he victimized.
