Appleton Council Votes 11-1 to End City Use of Automatic License Plate Readers

The Appleton Common Council in Wisconsin voted 11-1 on October 21 to approve an amended resolution stating that the city will not acquire, install, operate, use or fund automatic license plate readers, with limited exceptions such as parking enforcement.

The resolution was introduced by council member Adrian Stancil-Martin, who said the city can support its police department while also respecting people's right to privacy. Council member Denise Fenton said she started out believing that Flock Safety was the only bad actor, and the more she learned, the more she realized she does not have confidence in any of these companies. Brad Firkus was the lone council member to vote against the resolution. Jordan Hansen of neighboring Oshkosh urged the council to become the first municipality in Wisconsin to pass a ban on license plate readers, saying, with one voice, people are saying we don't want warrantless surveillance and we don't want SI data tracking and collection in public places. An earlier version of the resolution would have prohibited license plate readers within the city's jurisdiction, raising concerns about enforcement on private property; it was amended so that the ban binds the city government itself.
