NH Report: Medicaid Work Requirements Could Cost Up to 29,000 Granite Staters Their Coverage
The New Hampshire Fiscal Policy Institute (NHFPI) reported on October 20 that new Medicaid work requirements taking effect January 1, 2027, could sharply reduce enrollment in the state's Granite Advantage program: an estimated 23,000 to 29,000 adults could lose coverage by 2028, according to Urban Institute estimates, equal to roughly 48% to 60% of the program's 47,984 enrollees as of August 2026. The rules require Medicaid expansion adults ages 19 to 64 to document at least 80 hours per month of work, community service, education or training. New Hampshire's implementation choices are stricter than the federal minimum: enrollees must provide documentary evidence rather than self-attest, verification is required at least quarterly instead of every six months, and medical-frailty exemptions require certification from a medical provider. The report also said reductions in the provider tax are likely to forgo more than $2 billion in state and federal Medicaid funding over time. Several implementation decisions remain for the state to make in the coming months, NHFPI said. (GSM, based on the NHFPI report)
