Participant in 2022 San Antonio Smuggling Tragedy Sentenced to 30 Years: Guatemalan Man Was Extradited to Face Trial

The U.S. Department of Justice announced on October 20 that Rigoberto Ramon Miranda-Orozco, 39, a Guatemalan national, was sentenced in San Antonio, Texas, to 30 years in prison for his involvement in a 2022 alien smuggling event that resulted in 53 deaths and 11 injuries, one of the deadliest human smuggling incidents in U.S. history.

On June 27, 2022, law enforcement found a tractor trailer in San Antonio carrying 64 people. The group had been transported about 156 miles from the border city of Laredo in a trailer with no air conditioning, in temperatures of about 90 degrees Fahrenheit. Forty-eight people were already dead when the trailer was opened and five more died in hospital; the dead included six minors and at least one pregnant woman.

According to court documents, Miranda-Orozco conspired with other smugglers to facilitate the travel of multiple migrants from Guatemala through Mexico and into the United States, charging each migrant about $12,000 to $15,000. He returned to Guatemala after the incident, was arrested there in August 2024 during an international operation, and was extradited to the United States in March 2025, after which he pleaded guilty to charges including conspiracy to bring aliens into the country resulting in death.

Court documents also show that two of Miranda-Orozco's Guatemalan clients died in the incident and a third was seriously injured; he had arranged transportation and accommodations for migrants in Guatemala, Mexico and the United States. U.S. District Judge Orlando Garcia imposed the sentence.

"Alien smuggling organizations rely on people like Miranda-Orozco to facilitate their criminal conspiracies and put people on the dangerous path of illegally entering the United States," said Assistant Attorney General A. Tysen Duva of the Justice Department's Criminal Division. U.S. Attorney Justin R. Simmons for the Western District of Texas said 21 of the dozens of deceased found in the trailer were from Guatemala. The case was investigated by Homeland Security Investigations (HSI) in San Antonio and prosecuted by the Criminal Division and the U.S. Attorney's Office for the Western District of Texas. Simmons also said investigators found evidence of the victims' struggle: "It was clear that they suffered tremendously in their last few hours on this earth. They were literally trying to claw their way out." John A. Condon, acting Executive Associate Director of Homeland Security Investigations (HSI), also commented on the sentencing.

Miranda-Orozco pleaded guilty on July 2 to three counts: conspiracy to bring an alien into the United States resulting in death; aiding and abetting bringing an alien into the United States resulting in death; and aiding and abetting bringing an alien into the United States resulting in serious bodily injury. The case was prosecuted by Trial Attorney Alexandra Skinnion of the Criminal Division's Human Rights and Special Prosecutions Section, First Assistant U.S. Attorney Eric Fuchs and Assistant U.S. Attorney Jose Luis Acosta for the Western District of Texas. The Justice Department said Joint Task Force Alpha, which supported the case, has to date produced more than 486 domestic and international arrests, more than 447 U.S. convictions and more than 374 significant jail sentences.
