Michigan Staffing Company Owner Pleads Guilty: $1.7 Million Employment Tax Conspiracy

The U.S. Department of Justice announced on October 20, 2026, that Roxanne L. Huneycutt of Fenton, Michigan, pleaded guilty that day to conspiring to defraud the United States. Since 2012, Huneycutt owned and oversaw a series of full-service staffing companies that recruited temporary employees to perform manual labor, office administration and other tasks for clients, and that were responsible for handling the employees' payroll and employment taxes.

According to court documents and statements made in court, from 2012 through 2024 the staffing companies failed to pay approximately $1.7 million in employment taxes to the Internal Revenue Service (IRS). In 2015, the IRS assessed penalties against Huneycutt for willfully failing to pay over certain employment taxes, but she neither paid the penalties nor began complying with the law. To support the conspiracy and avoid detection, she changed the names and physical locations of the companies and filed paperwork with the State of Michigan indicating that she was not an owner. Prosecutors said she spent company proceeds on personal expenses including travel, clothing, jewelry, housing and home decoration.

Huneycutt pleaded guilty to one count of conspiracy to defraud the United States. She is scheduled to be sentenced on February 18, 2027, and faces a maximum penalty of five years in prison; a federal district court judge will determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Her co-conspirator previously pleaded guilty to the same count and is awaiting sentencing. Assistant Attorney General Colin M. McDonald of the Justice Department's National Fraud Enforcement Division made the announcement.

The case was investigated jointly by the Justice Department and IRS Criminal Investigation.
