DOT Anti-Trafficking Advisory Committee to Hold Six Public Meetings: First Session Online November 4

The Department of Transportation (DOT) announced on October 19 that its Advisory Committee on Human Trafficking (ACHT) will hold six public meetings between November 2026 and July 2027 to discuss how to identify and respond to human trafficking across the nation's transportation network. The first meeting is scheduled to take place virtually on November 4, followed by meetings on December 10, January 28, May 20, June 17 and July 8. All six meetings will be open to the public, and members of the public may submit written comments at least seven days before each meeting.

The committee's 15 members include representatives from transportation, law enforcement and organizations working to combat human trafficking, among them Annie Sovcik, senior director of programs and strategic initiatives at TAT (Truckers Against Trafficking), and Nikki Thomas, vice president of industry affairs at the American Trucking Associations (ATA). The committee advises the Secretary of Transportation on strategies to combat trafficking throughout the transportation sector, including the commercial motor vehicle industry, and under federal law contributes to a report issued every three years with recommendations, assessments of industry best practices and information about trafficking violations involving commercial motor vehicles.

Separately, Congress has sent the Enhancing Detection of Human Trafficking Act (H.R. 4307) to President Trump. The bipartisan bill, introduced by Rep. Tim Walberg and presented to the president on October 15 after clearing both chambers, would require the Department of Labor to provide training and continuing education to employees whose duties put them in a position to identify potential trafficking, covering how to recognize indicators, identify suspected victims and traffickers, and refer cases to the Department of Justice or other appropriate authorities, with annual reports to Congress on participation, effectiveness and referrals. If signed, the Labor Department would have 180 days to implement the program. The two initiatives are separate but share the aim of improving detection and response.

Commercial truck drivers are among the transportation professionals who may encounter signs of trafficking in their daily work, as truck stops, rest areas and other transportation facilities can be locations where traffickers exploit victims. The Federal Motor Carrier Safety Administration (FMCSA) promotes awareness through its 'Your Roads, Their Freedom' campaign, which helps drivers and other transportation employees recognize indicators and report suspicious activity.
