Ohio Electrician Sentenced to 24 Months for Role in Defrauding Non-Profit Medical Organization
Pittsburgh — An electrician convicted of joining in a scheme to defraud Primary Health Network, a non-profit medical organization headquartered in Sharon, Pennsylvania, has been sentenced in federal court to 24 months in prison on three counts of wire fraud, the U.S. Attorney's Office for the Western District of Pennsylvania announced on October 19. U.S. Attorney Troy Rivetti made the announcement.
U.S. District Judge J. Nicholas Ranjan imposed the sentence on John O'Brien, 63, of Masury, Ohio. As part of the sentencing, the court found that O'Brien had provided false testimony at the trial in the matter.
According to information presented to the court, O'Brien controlled a company called Keystone Tele-Data, which performed electrical work on a construction project in Lewistown for which Primary Health Network was to be the master tenant. O'Brien joined in a scheme to defraud the organization by submitting fraudulently inflated invoices to TopCoat, a company inserted by former executives between the organization and its vendors. TopCoat passed along the costs and further fraudulent charges to Primary Health Network despite providing no services to it, and Keystone Tele-Data used the funds in part to pay kickbacks to Mark Marriott.
Three individuals were previously sentenced in the case: the organization's former CEOs Drew Pierce and Jack Laeng were both sentenced in April 2026, to 40 months and 24 months of imprisonment respectively, and former facilities manager Mark Marriott was sentenced to 30 months. The case was investigated by the Federal Bureau of Investigation (FBI) and Internal Revenue Service–Criminal Investigation (IRS-CI), and prosecuted by Assistant U.S. Attorney William B. Guappone.
