商品期货交易委员会：纽约州前居民商品池庞氏骗局案 法院命令支付逾2.88亿美元
美国商品期货交易委员会（CFTC）10 月 19 日表示，联邦法院已作出命令，要求一名纽约州前居民及其公司就经营商品池庞氏骗局支付超过 2.88 亿美元。
据路透社报道，CFTC 称该商品池以交易期货、期权等商品为名招揽投资者，实际运作方式为以后来投资者的资金支付先前投资者，属于庞氏骗局；法院命令的款项涵盖对受害投资者的赔偿、非法所得追缴与民事罚款。
商品池是把多名投资者的资金汇集后统一交易期货等衍生品的安排，在美国须按《商品交易法》注册并受 CFTC 监管。CFTC 近年的执法案件多次涉及以高回报为饵、实际并无真实交易的商品池与贵金属、数字资产品类骗局。（GSM 据路透社报道）
CFTC Says Court Orders Ex-New York Resident to Pay Over $288 Million in Commodity Pool Ponzi Case
The U.S. Commodity Futures Trading Commission (CFTC) said on October 19 that federal court orders require a former New York resident and his firm to pay more than $288 million for operating a commodity pool Ponzi scheme.
According to Reuters, the CFTC said the pool was pitched as trading futures, options and other commodities, while in practice newer participants' money was used to pay earlier ones — the structure of a Ponzi scheme. The court-ordered amounts cover restitution to victims, disgorgement of ill-gotten gains and civil monetary penalties.
Commodity pools, which combine funds from multiple investors to trade futures and other derivatives, must register under the Commodity Exchange Act and are overseen by the CFTC. The agency's recent enforcement docket has repeatedly included pool, precious-metals and digital-asset schemes that promised high returns without real trading. (GSM, via Reuters)
