FEMA Study Finds Local Emergency Agencies Understaffed and Underfunded Across the Nation
WASHINGTON — The Federal Emergency Management Agency and its partners released the Emergency Management Organizational Structures, Staffing, and Capacity Study on October 16, a first-of-its-kind national study based on surveys and interviews covering 1,689 local jurisdictions, 37 states, 59 tribal nations and four territories, with responses from more than 1,700 emergency management officials. FEMA also launched the National Emergency Management Data Explorer (NEMDEX) so local leaders can explore the findings.
The study concludes that America's emergency management system is strongest when it is locally led, state managed and federally supported, and that local and state agencies are best positioned to understand their communities' needs. It also finds that local emergency management agencies are typically understaffed and underfunded. The study was produced with Argonne National Laboratory, in partnership with Big City Emergency Managers, the International Association of Emergency Managers and the National Emergency Management Association.
"Under the leadership of President Trump and Secretary Markwayne Mullin, FEMA is focused on empowering state, local, tribal and territorial governments to lead through all phases of emergency management," said FEMA Administrator Cameron Hamilton. "A one-size-fits-all, federally driven approach will never be as effective as community-led efforts." The findings align with the America First Resilience Strategy's call for state and local governments to build their own incident-management capacity.
