交通部推迟航班延误归类新规至2027年2月1日生效 原定10月19日不再执行
美国交通部 DOT 已把航空延误与取消原因报告新规的生效日期从2026年10月19日推迟至2027年2月1日——交通部10月15日刊于《联邦公报》的最终规则（文件号2026-21058）作出上述决定。
原规则于2026年9月3日公布，依据《2024年联邦航空局 FAA 再授权法》第511(b)条：承报航空公司须把十类特定事件移出交通统计局 BTS 的「航空公司」原因代码——该代码专指承运人可控范围内的情形——改列入国会新设的报告类别，以使向公众公布的延误与取消原因数据更准确地区分可控与不可控因素。
美国航空协会（Airlines for America）9月21日致函请求延期，理由包括：交通部需更新 BTS 技术报告指令并取得修订后信息收集的批准，航空公司与 BTS 双方系统也需要时间更新；新日历年是启用新类别的「自然而合乎逻辑」的时点。交通部同意延期，表示从新年起适用新类别能为消费者与行业提供更清晰的信息。
按延期安排，新报告类别适用于2027年1月1日（含）以后发生的航班延误与取消，航空公司须按新类别向 BTS 提交2027年1月的报告。该延期文件由交通统计局代理局长 Edward Strocko 签署。
DOT Delays Airline Delay-Cause Reporting Rule to February 1, 2027; October 19 Start Scrapped
The U.S. Department of Transportation (DOT) has delayed the effective date of its airline delay and cancellation cause-reporting rule from October 19, 2026 to February 1, 2027, according to a final rule published in the Federal Register on October 15 (FR Doc. 2026-21058).
The original rule, published September 3, 2026 under Section 511(b) of the FAA Reauthorization Act of 2024, requires reporting carriers to move ten specific types of events out of the Bureau of Transportation Statistics (BTS) "Air Carrier" causal code — the category reserved for circumstances within a carrier's control — into a new reporting category created by Congress.
Airlines for America (A4A) asked DOT on September 21 to delay the start, saying the department needed time to update the BTS technical reporting directive and obtain approval for the revised information collection, and carriers and BTS needed time to update their systems. DOT agreed, saying applying the new categories from the start of a new calendar year would provide clearer information for consumers and industry.
Under the delay, the new reporting categories will apply to delays and cancellations of flights occurring on or after January 1, 2027, and airlines must file their January 2027 reports with BTS reflecting the new categories. The delay document was signed by Edward Strocko, acting director of the Bureau of Transportation Statistics.
