Minneapolis Weighs 'Safe Parking' Ordinance for Licensed Overnight Lots; Public Hearing Set for October 20
Minneapolis is a city in Hennepin County, Minnesota. The Minneapolis City Council is considering a "safe parking" proposal that would create a path to licensed overnight parking for people experiencing homelessness who sleep in their vehicles. The Business, Housing & Zoning Committee will hold a public hearing on the licensing ordinance at its 1:30 p.m. meeting on Tuesday, October 20. A companion zoning ordinance would allow qualifying sites throughout the city. The licensing draft would take effect January 1, 2027.
The proposal includes substantial rules: permits and licenses, staff present throughout operating hours, permanent on-site restrooms, approved safety plans, conduct restrictions and morning departure requirements.
Questions raised in the debate include who will provide the money, staffing, housing help and neighborhood protections the lots need, and whether operators should have to demonstrate they can run a site safely and effectively before anyone moves in. Supporters of the concept note that a staffed lot with bathrooms could offer greater security than an isolated curb, while a poorly run one could leave participants exposed and shift disturbances onto surrounding streets.
The ordinances have not been adopted; after the hearing they remain before the committee and the full council.
