南达科他民主党人呼吁特别会议暂停燃油税 发起人称议长反应冷淡
据Dakota Free Press 10月16日报道，南达科他州民主党表态支持州参议员候选人、州民主党副主任约瑟夫·茨威费尔的呼吁，要求暂停征收州燃油税，民主党议会党团已跟进这一主张。
报道称，众议院议长汉森对召开特别会议的提议反应冷淡。此前，南达科他农场主联盟也致信州长拉里·罗登和议会领袖，请求批准州级燃油税假期，理由是联邦层面关于染色柴油的临时措施在本州适用上存在复杂的法律问题，普通市民、商业运营者和农业生产者被置于不确定的处境。
按州法，州长无权自行暂停由州法设立的税种；特别会议可由州长召集，或由众参两院各以三分之二支持联署召开。
South Dakota Democrats Call for Special Session to Lower Fuel Tax
The South Dakota Democratic Party has endorsed a call to suspend the state's fuel tax, Dakota Free Press reported on October 16. The proposal, advanced by District 12 Senate candidate and party deputy director Joseph Zweifel, has been taken up by the party's legislative caucus.
House Speaker Hansen shrugged at the call for a special session, according to the report. The South Dakota Farmers Union has separately asked Gov. Larry Rhoden and legislative leaders to approve a state fuel tax holiday, citing complications around federal dyed-diesel relief.
Under state law, the governor cannot suspend state taxes on his own. A special session can be called by the governor, or lawmakers can petition for one with two-thirds support in both the House and Senate.
