Oregon Invests $65 Million to Add 146 Behavioral Health Treatment Beds and Preserve 128 More

Oregon Governor Tina Kotek announced a $65 million statewide investment that will add up to 146 new residential behavioral health treatment beds and support the continuation of 128 existing beds, significantly increasing Oregon's capacity to serve adults who need care. New beds are expected to come online between December 2026 and January 2028.

The funding was made possible through House Bill 2059 from this year's legislative session, to increase the capacity of residential behavioral health services providing withdrawal management, residential treatment and psychiatric inpatient care. Projects were selected to meet urgent local needs and to open as quickly as possible. "Every bed we add is a safe place for an Oregonian who needs help," Kotek said. "Since I came into office, we have identified what types of treatment access we need and where we need it. Now we must stay the course on closing the gap." Ebony Clarke, Behavioral Health Division Director at the Oregon Health Authority (OHA), said OHA worked closely with community partners to ensure funding is directed to regions and services with the greatest need.

Funded projects include two Cascadia secure residential treatment facilities in Multnomah County at about $7.69 million and $7.61 million (16 beds each), Samaritan Health Services' $7.5 million inpatient psychiatric project in Benton County (10 beds), On Track's $5.52 million substance-use residential treatment and withdrawal management project in Jackson County (21 beds), New Narrative's $5.2 million project in Washington County (10 beds) and Sequoia's $4 million project in Washington County (12 beds). Another $6 million preserves 74 beds at Central City Concern and $1.532 million preserves 54 beds at Volunteers of America, with $2 million going to an additional 21 beds on tribal lands in Oregon. The state said a portion of the funding will be held in reserve to address rising construction and labor costs, and project details may be updated as final plans are completed.
