两项合并即使获得市议会批准，仍须经河滨县地方机构组建委员会（LAFCO）审查通过后方能生效，相关的地块界线调整与分区图同样以 LAFCO 批准与最终采纳为前提。
San Jacinto Council to Hear Two Annexations on October 20, Including a 151-Home Tract South of Ramona Expressway
San Jacinto — San Jacinto is a city in Riverside County, California. The San Jacinto City Council is scheduled to take up two annexation proposals at its regular meeting on Tuesday, October 20, at 6:30 p.m. at the Community Center, 625 S. Pico Ave., according to the hearings calendar published October 17 by The Hemet & San Jacinto Chronicle. One of the proposals involves a 151-home subdivision south of Ramona Expressway.
Both proposals come to the council with unanimous 3-0 recommendations from the city's Planning Commission, issued on September 22. The first, Annexation A (P22-004), would bring two parcels totaling 43.68 acres — south of Ramona Expressway between Alessandro Avenue and Vernon Avenue, within the city's sphere of influence — into the city, and would approve Tentative Tract Map 34271, subdividing 41.74 acres into 151 single-family residential lots plus seven lettered lots for roadways, a detention basin, parks and landscaping. The commission also recommended the council adopt a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program under CEQA for the project, along with a lot line adjustment between the two parcels.
The second, Annexation B (P22-084), would annex 94 parcels totaling 143.62 acres, generally located south of Bergin Street, north of Artesia Street, east of San Jacinto Avenue and west of Alessandro Avenue, also within the city's sphere of influence. The commission found the project exempt from CEQA under Guidelines Section 15183 as consistent with General Plan policies covered by a certified environmental impact report.
Even if the City Council approves both items, the annexations, the lot line adjustment and the tract map remain subject to review and approval by the Riverside County Local Agency Formation Commission (LAFCO) before they take effect.
