宾州州警全州推出「蓝信封」计划 助残障人士与警员顺畅沟通
宾夕法尼亚州警察局（Pennsylvania State Police, PSP）10月16日宣布在全州推出「蓝信封计划」（Blue Envelope Program），帮助残障人士在与警员接触时更顺畅地沟通。
参加者可把写明自身沟通需求与相关信息的文件放进一只蓝色信封，在接受盘查或求助等警民接触时出示给警员，提示对方调整沟通方式。计划自愿参加，蓝色信封可在各州警驻地免费领取，社区活动现场亦有分发。州长残障顾问委员会执行主任 Dr. Josie Badger 对计划表示支持。
州警称，此前在2026年8月，该局已向全州分发445个自闭症感官辅助包（Autism Sensory Aid Bags），蓝信封是这项警民沟通工作的延续。此类计划近年已在康涅狄格、马萨诸塞等州推行，宾州此次将其扩展到全州范围。
Pennsylvania State Police Launch Blue Envelope Program Statewide to Support Drivers With Disabilities
The Pennsylvania State Police (PSP) announced on October 16 the statewide launch of the Blue Envelope Program, designed to help people with disabilities communicate more smoothly during encounters with troopers.
Participants place documents describing their communication needs in a blue envelope, which they can present to a trooper during a traffic stop or other interaction to signal that a different communication approach may help. Participation is voluntary; the envelopes are available free at PSP stations and are also distributed at community events. Dr. Josie Badger, executive director of the Governor's Advisory Commission on Disability, voiced support for the program.
The PSP said it previously distributed 445 Autism Sensory Aid Bags statewide in August 2026, and the blue envelope effort continues that line of work. Similar programs have been adopted in states including Connecticut and Massachusetts; Pennsylvania is now extending the concept statewide.
