肯塔基州长就5县公共援助被拒向FEMA上诉 6月洪灾致6人死亡、已获批20县

贝希尔在信中同时提出另外三项请求：请FEMA重新考虑全面拒绝肯塔基州纳入减灾拨款计划（Hazard Mitigation Grant Program）的决定；将更多县纳入个人与家庭援助计划；并按国家气象局的报告，把灾害事发期从目前核定的5天调整为6月17日至30日的完整13天。
上诉具体要求把布雷肯、卡罗尔、格兰特、彭德尔顿和特林布尔5县同时纳入公共援助与个人及家庭计划，另把布利特、克林顿、坎伯兰、杰克逊、麦迪逊、马里恩和米德7县纳入个人与家庭援助计划。贝希尔表示，20个受灾县的公共援助已获批准，但若没有追加的联邦支持，受灾各县自身的恢复能力难以承担，影响将持续多年。

Kentucky Governor Appeals FEMA Denial of Public Assistance for Five Counties After Deadly June Floods
Frankfort — Kentucky Governor Andy Beshear on October 16 wrote to David Arnot, acting associate administrator of the Federal Emergency Management Agency (FEMA), appealing President Donald Trump's denial of Public Assistance for five Kentucky counties hit by flooding and severe weather in June that killed six people.
In the letter, Beshear also asked FEMA to reconsider its blanket denial of Kentucky's inclusion in the Hazard Mitigation Grant Program, to add more counties to the Individuals and Households Assistance Program, and to adjust the incident period from the approved five days to the full June 17-30 span, consistent with the National Weather Service report.
The appeal asks that Bracken, Carroll, Grant, Pendleton and Trimble counties be added to both Public Assistance and the individual assistance programs, and that Bullitt, Clinton, Cumberland, Jackson, Madison, Marion and Meade counties be added to the Individuals and Households Program. Beshear said Public Assistance has been approved for 20 affected counties, but that recovery would exceed the affected counties' own capabilities without additional federal support.
The weather event ran from June 17 to June 30, bringing tornadoes, straight-line winds and widespread flooding that damaged homes, businesses, government facilities, roadways and utilities across Kentucky, killing six residents. Beshear requested a major disaster declaration on July 23 after the state completed a comprehensive damage assessment; in early September, his office announced Public Assistance approval for at least 20 counties, with the incident period limited to five days and the areas listed in the appeal letter excluded.
