California Workforce Pell Portal Opens Oct. 21: Institutions Can Apply for Short-Term Career Program Authorization

The California Student Aid Commission (CSAC) announced in Sacramento on October 15 that the state application portal for the new federal Workforce Pell Grant program will open on October 21, allowing higher education institutions and career technical education providers to apply for state authorization to participate. Under California Senate Bill 135, CSAC is the designated state agency, acting on behalf of the governor and in consultation with the California Workforce Development Board and the Labor and Workforce Development Agency, to determine whether an institution's short-term program meets state and federal requirements. Once a program is deemed eligible at the state level, institutions submit their information directly to the U.S. Department of Education for review and final approval.

Workforce Pell is designed for short-term programs of 150 to 599 clock hours (8 to 15 weeks) that lead to high-skill, high-wage or in-demand occupations. Beginning in the 2026-27 academic year, eligible students enrolled in approved short-term career technical education programs can begin receiving the grants. Students must complete the FAFSA and meet Pell Grant eligibility requirements, hold a high school diploma or equivalent, be a U.S. citizen or eligible non-citizen, not be enrolled in a bachelor's or higher degree program, and enroll in an approved program at a participating institution. Unlike traditional Pell Grants, Workforce Pell can also be used by students who already hold a bachelor's degree (provided they do not hold a graduate degree), and it can be stacked with the recently updated Cal Grant C, which now covers programs as short as eight weeks.

For institutions, CSAC will hold a webinar on October 20 covering portal requirements, the federally required formula and state eligibility rules. Institutions that do not have existing data-sharing agreements with the Employment Development Department (EDD) must submit a letter of interest to CSAC and the Office of Cradle-to-Career Data on or before December 15, 2026, and annually thereafter, indicating the name and number of programs, the targeted high-demand sectors and average class sizes.

Governor Gavin Newsom said California is building more pathways to good-paying careers and making sure opportunity is not limited by where a person comes from or whether they have a four-year degree. CSAC Executive Director Daisy Gonzales said establishing Workforce Pell chips away at the college affordability barriers adult learners face in every region of the state. Sonya Christian, chancellor of the California Community Colleges, said short-term credentials are vital vehicles for rapid social and economic mobility, and Compton College President Keith Curry said targeted short-term training can transform lives and lift entire communities while removing debt burdens for working adults.

CSAC currently serves more than 2.2 million students and administers more than $3.9 billion in student financial aid programs and services, including the Cal Grant, the Middle Class Scholarship and the California Dream Act Application.
