Oregon Governor Signs Healthcare Executive Order on Access and Costs
Oregon Governor Tina Kotek has signed a new executive order on healthcare access and costs, directing multiple state agencies to review the state's reinsurance program, primary care spending, prescription drug purchasing and coverage changes, the Salem Statesman Journal reported. The order took effect immediately.

Under the order, the Department of Consumer and Business Services' Division of Financial Regulation must bring in a third party to review the state's reinsurance program, which is intended to lower costs for consumers, and report by March 2027 on potential improvements through budget, legislative or executive action. The division and the Oregon Health Authority must enforce corrections for the state's requirement that at least 12 percent of health insurers' spending go to primary care, and review ways to ensure providers receive timely reimbursements. The Health Authority must also work with the governor's office to reduce administrative burdens on primary care clinics.
State agencies including the Health Authority, the Oregon Youth Authority, the Department of Veterans Affairs and the Department of Corrections must review more cost-effective ways to purchase prescription drugs and report their findings to the governor and the Legislature by March 2027. The Health Authority will work with a nonprofit to create a bill proposal to lower costs and administrative burdens for Medicaid pharmacy benefits, and the Health Authority and the Department of Human Services must submit quarterly reports on the number of people who lost or were denied coverage as a result of federal changes, with the Health Authority to determine within 30 days what data the reports will include.
The newspaper reported that $1 trillion in federal healthcare spending cuts, combined with expiring subsidies, could leave an additional 14 million people nationwide uninsured by 2034.
