新泽西州公用事业委员会认定四家电力公司PJM投票报告均不完整 存在漏报与说明不足
新泽西州公用事业委员会（NJBPU）10月14日在特伦顿发布汇总报告，认定该州四家电力公司提交的PJM投票记录报告均不完整、存在缺陷，即便在委员会工作人员多次指导并要求修订之后仍未达标。PJM是负责中大西洋地区电网运行的区域输电组织，其市场定价与输电规划决策会影响用户的电费与供电可靠性。
报告指出，各公司的报告普遍存在三类问题：遗漏部分投票、下级委员会的投票记录缺失，以及对相关投票是否有助于实现新泽西州能源目标说明不足。四家公司均在2月1日的截止日期前提交了初版报告。
NJBPU主席本·赫茨-沙格尔（Ben Hertz-Shargel）表示，用户有权获得完整的记录，了解其公用事业公司在PJM的立场。此前，10月8日在Chicago举行的PJM州长峰会上，包括新泽西州在内的多州州长正式成立PJM州长协作机制，寻求加强各州在PJM治理中的话语权。

New Jersey Regulators Find All Four Electric Utilities' PJM Voting Reports Incomplete
The New Jersey Board of Public Utilities (NJBPU) released a summary report in Trenton on October 14 finding that all four New Jersey electric utilities submitted incomplete and deficient reports on their voting history at PJM, the regional grid operator, even after staff guidance and revisions. PJM's decisions shape electricity market pricing and transmission development, with implications for ratepayers' costs and reliability.
The report identified remaining gaps including omitted votes, missing records from lower-level committees, and inadequate explanations of whether votes furthered New Jersey's energy goals. All four utilities filed their initial reports by the February 1 deadline, and all had the same three types of problems.
NJBPU President Ben Hertz-Shargel said customers deserve a complete record of the positions their utilities take at PJM. The findings follow the October 8 Governors' Summit on the State of PJM in Chicago, where governors, including New Jersey's, formalized the PJM Governors' Collaborative to strengthen state representation in PJM governance.
