美国—加勒比对话在华盛顿开幕 美方宣布数亿美元新承诺
华盛顿——美国副国务卿兰道（Christopher Landau）10月15日在华盛顿国务院洛伊·亨德森会议室（Loy Henderson Conference Room）为美国—加勒比对话（U.S.-Caribbean Dialogue）揭幕，圣卢西亚总理、加勒比共同体（加共体）轮值主席皮埃尔（Philip J. Pierre）同台出席。兰道在开幕致辞中宣布了一系列总额达数亿美元的美方新承诺。
卫生方面，美国将投入6,150万美元启动「ASPIRE」卫生人力计划，为加勒比地区培训和加强卫生工作队伍。安全方面，美方将为加勒比盆地安全倡议（CBSI）新增3,700万美元项目资金，用于关键数字基础设施与港口安全；另投入5,550万美元加强打击非法捕捞的执法，并提供1,100万美元对外军事融资。互联互通方面，美方宣布一项总额1.758亿美元的加勒比与中美洲海底光缆项目。兰道还表示，美方将于明年启动投资对话，对接美国私营部门与加勒比伙伴。
兰道表示，美方在此次对话中的三大目标是经济投资、终结毒品恐怖主义威胁、终结非法移民。皮埃尔则提出其优先事项为能源融资、贸易、安全、卫生与海地问题。

U.S.–Caribbean Dialogue Opens in Washington With Hundreds of Millions in New U.S. Commitments
WASHINGTON — Deputy Secretary of State Christopher Landau opened the U.S.–Caribbean Dialogue on October 15 at the State Department's Loy Henderson Conference Room in Washington, appearing alongside Saint Lucia's prime minister Philip J. Pierre, the rotating chair of the Caribbean Community (CARICOM). In his opening remarks, Landau announced a series of new U.S. commitments totaling hundreds of millions of dollars.
On health, the United States will launch the ASPIRE health workforce initiative with $61.5 million to train and strengthen health workers across the Caribbean. On security, Washington is adding $37 million in new Caribbean Basin Security Initiative (CBSI) programming aimed at critical digital infrastructure and port security, along with $55.5 million to step up enforcement against illegal, unreported and unregulated fishing and $11 million in Foreign Military Financing. On connectivity, the United States announced a $175.8 million subsea cable project for the Caribbean and Central America. Landau also said an investment dialogue will begin next year to connect Caribbean partners with the U.S. private sector.
Landau said the U.S. goals for the dialogue are economic investment, ending the threat of narcoterrorists, and ending illegal immigration. Prime Minister Pierre set out his priorities as energy financing, trade, security, health and Haiti.
