美国制裁古巴国有银行BICSA 指其为受制裁伊朗银行提供服务
华盛顿——美国国务院10月15日宣布，国务卿鲁比奥（Marco Rubio）依据第14404号行政命令第2(a)(i)(A)条，对古巴国有银行古巴国际商业银行（BANCO INTERNACIONAL DE COMERCIO, S.A.，简称BICSA）实施制裁。国务院指称，BICSA自至少2022年起，为伊朗卡拉法林银行（Karafarin Bank）提供服务；该伊朗银行已于2020年被美国财政部依据第13902号行政命令制裁。国务院表示，此次制裁与财政部同日针对伊朗金融行为体采取的行动协同进行。
根据制裁规定，BICSA在美国境内、或由美国人持有或控制的全部财产及财产权益将被冻结，并须向财政部外国资产控制办公室（OFAC）报告；美国人原则上禁止与该行进行任何交易。

U.S. Sanctions Cuban State-Owned Bank BICSA Over Services for Iranian Bank
WASHINGTON — The U.S. Department of State announced on October 15 that Secretary of State Marco Rubio has sanctioned Cuba's state-owned Banco Internacional de Comercio, S.A. (BICSA) under Section 2(a)(i)(A) of Executive Order 14404. According to the department, BICSA has provided services since at least 2022 to Iran's Karafarin Bank, which the Treasury Department sanctioned in 2020 under Executive Order 13902. The State Department said the designation was taken in coordination with a Treasury Department action the same day targeting Iranian financial actors.
Under the designation, all property and interests in property of BICSA that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to the Treasury Department's Office of Foreign Assets Control (OFAC), and U.S. persons are generally prohibited from transacting with the bank.
In his statement, Rubio said the United States "will not tolerate a rogue state hosting hostile foreign military, intelligence and terror operations less than a hundred miles from the American homeland."
