小企业局为多州灾区开放灾害贷款：关岛台风、夏威夷飓风等重大灾难声明下非营利机构可申请
《联邦公报》10月14日刊登美国小企业局（SBA）一批灾害声明公告：总统10月7日就关岛超强台风「巴维」（Bavi，FEMA-4946-DR）、夏威夷飓风「拉拉」（Lala，FEMA-4951-DR）、威斯康星州严重风暴与龙卷风（FEMA-4949-DR）及西弗吉尼亚州灾情签署重大灾难声明，SBA据此开放灾害贷款申请。
按公告，受灾地区的合资格非营利机构可申请SBA实体损失灾害贷款，利率3.625%。实体损失贷款申请截止2026年12月7日，经济损失灾害贷款（EIDL）申请截止2027年7月7日。
SBA灾害贷款面向受灾的企业、房主、租户与非营利机构，申请通过SBA官网与灾害贷款援助渠道办理。各灾区的具体县名单与资格细节见《联邦公报》当日刊登的各份声明公告。
SBA Opens Disaster Loans in Multiple Disaster Areas, From Guam Typhoon to Hawaii Hurricane
The Federal Register on October 14 published a batch of U.S. Small Business Administration (SBA) disaster declarations following major disaster declarations the President signed on October 7 covering Super Typhoon Bavi in Guam (FEMA-4946-DR), Hurricane Lala in Hawaii (FEMA-4951-DR), severe storms and tornadoes in Wisconsin (FEMA-4949-DR), and flooding in West Virginia.
Under the notices, eligible private nonprofit organizations in the affected areas may apply for SBA physical disaster loans at an interest rate of 3.625 percent. The deadline for physical-loss loan applications is December 7, 2026, and for Economic Injury Disaster Loans (EIDL) it is July 7, 2027.
SBA disaster loans are available to affected businesses, homeowners, renters and nonprofit organizations, with applications handled through the SBA's disaster loan assistance channels. County lists and eligibility details for each area appear in the individual declarations published in the Federal Register that day.
