Newsom Signs AB 100: Over $170 Million in Proposition 4 Funds Fast-Tracked for Wildfire Prevention
The state capital in Sacramento, Sacramento County, California, announced on April 14, 2025, that Governor Gavin Newsom had signed Assembly Bill 100 (AB 100), fast-tracking over $170 million to conservancies across the state for forest and vegetation management, ahead of peak fire season, to reduce the risk of catastrophic wildfires.
AB 100, authored by Assemblymember Gabriel, implements the 'early action' 2025 budget package, with funding drawn from the Proposition 4 climate bond approved by voters. The accelerated allocations to the six conservancies are: $30,904,000 to the Sierra Nevada Conservancy, $23,524,000 to the California Tahoe Conservancy, $31,349,000 to the Santa Monica Mountains Conservancy, $30,904,000 to the State Coastal Conservancy, $30,904,000 to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, and $23,524,000 to the San Diego River Conservancy — $171,109,000 in total. The bill also allocates $10 million to support wildfire response and resiliency.
'With this latest round of funding, we're continuing to increase the speed and size of forest and vegetation management essential to protecting communities,' Newsom said. 'We are leaving no stone unturned — including cutting red tape — in our mission to ensure our neighborhoods are protected from destructive wildfires.'
Newsom also signed an executive order the same day to ensure the wildfire safety projects funded under AB 100 benefit from streamlining under his March emergency proclamation, which suspended parts of the California Environmental Quality Act (CEQA) and the Coastal Act that were slowing critical forest management projects. The Governor's office said a further executive order the previous month advanced community hardening and wildfire mitigation.
As background, the state is investing $2.5 billion in the Governor's Wildfire and Forest Resilience Action Plan, whose 99 key actions are all underway or completed, in addition to $200 million invested annually through 2028-29 for healthy forest and fire prevention programs; prescribed fire activity nearly doubled between 2021 and 2023. AB 100's early-action funding puts Proposition 4 money in conservancies' hands before the 2025 peak fire season. (Source: Office of the Governor of California)
