Follow-up: Consolidated Water Updates Hawaii Desalination Project Timeline, Construction Pushed to First Half of 2027
Consolidated Water reported on October 21 permitting progress and a revised construction timeline for its Kalaeloa seawater reverse osmosis desalination project on Oahu, Hawaii. The plant, developed under a long-term contract to design, build, operate and maintain, will produce 1.7 million gallons of potable water per day with a 20-year operating term and extension options. The project previously received a $109 million EPA WIFIA loan (reported by GSM in October).
The project has secured State Historic Preservation Division approval of its preservation and archaeological monitoring plans and Hawaii Department of Health clearance for a substantial modification to an existing regulated public water system, clearing the way for remaining permit applications. Due to permitting delays, construction is now expected to begin in the first half of 2027 instead of late 2026, with the Honolulu Board of Water Supply granting schedule extensions. In July, the Board issued a limited notice to proceed authorizing about $6 million for early procurement of long-lead equipment.
