Portland Transportation Bureau Issues Halloween Travel Advisory as Daylight Saving Ends
PORTLAND, Oregon — The Portland Bureau of Transportation issued a Halloween travel advisory on October 30, urging the public to use extra caution as trick-or-treaters go out and daylight saving time ends, bringing darker, rainier months.
Daylight saving time ends on Sunday, November 1, and as the days grow shorter, pedestrian deaths tend to rise. For the 10 years through 2024, Portland averaged 23.3 traffic crashes per month involving pedestrians from October to March, compared with 16.9 from April to September, the bureau said.
Drivers and pedestrians often overestimate nighttime visibility, the bureau noted; vehicle blind spots, rain, glare and poorly lit streets all obstruct views. Pedestrians wearing reflective clothing are visible to drivers up to 500 feet away, compared with just 55 feet for dark clothing without reflective gear.
The bureau said it continues to add street lighting on high-crash corridors under its Vision Zero Action Plan Addendum 2026-27, completed new lighting on four high-crash streets in 2025, and is upgrading 32,000 street name signs citywide for visibility. It urged pedestrians to look both ways and avoid phone distractions, and drivers to slow down at night.
