Former Reston Man Sentenced to 25 Years for Sexually Exploiting Two 12-Year-Old Girls via Snapchat

The U.S. Attorney's Office for the Western District of Virginia announced that Justin Steven Boileau, 31, has been sentenced to 25 years in federal prison. Boileau, a former resident of Reston, Virginia, who also spent time in Merritt Island, Florida, pleaded guilty in February 2026 to two counts of sexual exploitation of children.

According to court documents, Boileau used the messaging app Snapchat to entice two minor females from Southwest Virginia to engage in sexually explicit conduct for the purpose of producing visual depictions of such conduct. Law enforcement has additionally confirmed that Boileau enticed at least nine other minors to produce child sexual abuse material in other jurisdictions.

Specifically, in the fall of 2023, Boileau began conversing with the first victim via Snapchat. At the time, Boileau was in his late 20s and resided in Reston, Virginia, while the victim was twelve years old and lived in Russell County, Virginia. Boileau portrayed himself online as a hockey player named 'Josh' and conversed with the victim in an explicitly sexual manner over several months into early 2024. During those conversations, he asked the victim for sexually explicit depictions of herself, and she sent nude photos and videos at his request. Boileau also sent the victim images of what he claimed was his own body.

In early 2024, Boileau used Snapchat to converse with a second victim, a twelve-year-old who also lived in Russell County. As with the first victim, the conversations were sexual in nature; at his request, the second victim sent him nude pictures and other images, and Boileau directed his minor victims to write messages on their bodies when producing child sexual abuse material for him. The Department of Justice said Boileau knew both victims were minors when he requested the images and videos.

'Protecting children from online threats is a clear prosecution priority in the Western District of Virginia,' First Assistant United States Attorney Robert N. Tracci said. 'We will continue to work with our partners at the FBI, as well as state and local law enforcement, to seek accountability for online sexual predators.' The case was investigated by the Federal Bureau of Investigation and the Russell County, Virginia Sheriff's Office and prosecuted by Assistant United States Attorney Carrie Macon. It was brought as part of Project Safe Childhood. (Source: U.S. Attorney's Office for the Western District of Virginia)
