Three Cartel-Linked Drug Cases Advance in Georgia: Life Sentence, 30-Year Term and a 100-Kilogram Meth Indictment

The U.S. Attorney's Office for the Middle District of Georgia, based in the state of Georgia, announced together with law enforcement partners on Nov. 6 that three Homeland Security Task Force (HSTF) investigations targeting cartel-linked drug trafficking organizations had reached major milestones: two traffickers received a life sentence and a 30-year prison term, and a third defendant was federally charged over more than 100 kilograms of methamphetamine and firearms.

Josue Serda, 28, of Jefferson, Georgia, was sentenced on Nov. 5 by U.S. District Judge Tilman E. "Tripp" Self III to life in prison; there is no parole in the federal system. According to court documents and trial evidence, between January 2024 and May 2025 Serda took part in a conspiracy that distributed more than seven kilograms of fentanyl and more than 50 kilograms of methamphetamine in the Athens area, and investigators identified him as a supplier for the Cartel Jalisco Nueva Generación (CJNG) operating in Athens. During an Aug. 26, 2025 FBI SWAT arrest operation, he called his supplier in Mexico via WhatsApp at 6:06 a.m. to warn that the FBI was at his residence and to have a drug delivery truck turn around. In July, after a seven-day trial, a jury convicted him on eight counts including conspiracy to distribute controlled substances and distribution of fentanyl.

Orlando Muckle, 52, of Athens, was also sentenced on Nov. 5, to 360 months in prison followed by 10 years of supervised release, after pleading guilty in August to possession with intent to distribute cocaine. Court documents say his cocaine came through sources associated with the Gulf Cartel; when search warrants were executed in July 2025, agents seized 26 kilograms of cocaine from his stash apartment.

Raul Perez-Mondragon, 30, of Queretaro, Mexico, is charged with conspiracy to distribute controlled substances, possession with intent to distribute methamphetamine, possession of a firearm in furtherance of a drug trafficking crime, and possession of a firearm by a person illegally in the United States. According to the indictment, he allegedly belonged to an Athens-based trafficking organization tied to a transnational criminal organization and received and distributed large quantities of narcotics, with methamphetamine concealed inside cabbages wrapped in green cellophane, each package holding about one kilogram and shipments running to as many as 300 packages at a time. A November 2025 search of an Athens residence seized more than 100 kilograms of methamphetamine and multiple firearms. He made his initial appearance on Nov. 5 and remains in federal custody. An indictment is merely an allegation, and a defendant is presumed innocent unless and until proven guilty.

"Two cartel-linked drug traffickers who distributed large quantities of fentanyl, methamphetamine, and cocaine received lengthy sentences and a third defendant now faces federal charges involving more than 100 kilograms of methamphetamine and firearms allegedly tied to a transnational criminal organization," said U.S. Attorney Will Keyes. Marlo Graham, Special Agent in Charge of FBI Atlanta, said the task force is working to dismantle these networks, hold those responsible accountable, and keep dangerous drugs out of neighborhoods.

The cases were investigated by the FBI, the Drug Enforcement Administration (DEA), Homeland Security Investigations (HSI) and the Athens-Clarke County Police Department, among other agencies, and are being prosecuted by Assistant U.S. Attorney Mike Morrison. (Source: U.S. Department of Justice)
