San Diego Mayor Announces Historic Deficit Eliminated; No New Service Cuts Needed Next Fiscal Year
SAN DIEGO, Calif. — Mayor Todd Gloria announced on November 6 that San Diego has eliminated its historic general fund deficit. The newly released five-year financial outlook shows the city entering the next fiscal year with a balanced budget and no need for a new round of service cuts.
The outlook, released by the city's finance department on November 6, projects that recurring revenues will cover recurring spending next fiscal year — the first time in years the gap has not been filled with one-time money. The city faced a $136.8 million deficit in fiscal 2025, $258 million in fiscal 2026 and $88.8 million in the current fiscal year, falling to zero next year.
The outlook credits roughly $323 million in ongoing annual improvement to permanent measures, including about $180 million in cuts over the past two years, about $80 million a year from the voter-approved Proposition B trash fee, and about $63 million a year from Proposition C hotel taxes and related measures. CFO Charvel and Mayor Gloria both said balance does not mean the work is finished — an infrastructure funding gap remains a long-term pressure — but the city will keep controlling spending rather than starting the budget with service cuts.
