埃及批准新出口支持计划：补贴平均提高35%，美国列入目标市场
埃及内阁11月5日在总理 Mostafa Madbouly 主持的会议上，批准了投资与外贸部长 Mohamed Farid 提出的新出口支持计划：支持力度平均提高35%，自贸区除外，适用于今年11月起出运的货物。
新计划把美国与多个东南亚国家新增为目标市场，并承担多项运输费用：发往非洲、拉丁美洲、澳大利亚、东南亚与俄罗斯的海运与陆运费用的50%，发往欧洲的空运费用的25%，农产品发往英国的空运费用的50%，另加国内运输费用的25%与运输保险费用的25%。企业须提交完整文件后方可纳入计划。
计划分两个阶段实施：第一阶段是2026年底前的短期措施，第二阶段自2027年7月起、着眼中长期。埃及2026/27财年预算为出口支持拨款480亿埃及镑（约8.89亿美元），高于上一财年的280亿埃及镑（约5.18亿美元）。
Mohamed Farid 表示，新计划旨在让支持更有效、降低出口商成本、提升其竞争力并打开新市场。同一次内阁会议还批准了一项决定草案，要求政府机构在三个月内精简公共开支。
Egypt Approves New Export Support Programme: Subsidies Up an Average of 35%, United States Added as Target Market
Egypt's cabinet, at a meeting chaired by Prime Minister Mostafa Madbouly on November 5, approved a new export support programme presented by Minister of Investment and Foreign Trade Mohamed Farid, which raises support by an average of 35%, excluding free zones, and applies to shipments exported since the beginning of November.
The programme adds the United States and a number of Southeast Asian countries to the target markets, and covers 50% of the cost of sea and land freight to Africa, Latin America, Australia, Southeast Asia and Russia, 25% of air freight to Europe, and 50% of air freight of agricultural produce to the United Kingdom, in addition to 25% of the cost of domestic transport and 25% of shipping insurance. Companies are required to submit complete files before they are accepted.
The programme is applied in two phases: the first, a short-term phase before the end of 2026, and the second, a medium-term phase from July 2027. Egypt's 2026/2027 fiscal year budget allocated EGP 48 billion (about 889 million dollars) for export support, compared with EGP 28 billion (518 million dollars) in the previous year.
Mohamed Farid said the programme aims to make support more effective, reduce exporters' costs, raise their competitiveness and open new markets. At the same meeting, the cabinet also approved a draft decision to rationalise public spending in government bodies for three months.
