欧盟委员会为乌克兰列出入盟路线图：七个政策领域2027年可望临时结案、法治改革须加速
布鲁塞尔——欧盟委员会11月4日在年度扩大政策报告中表示，乌克兰政府已提出在2028年底前结束入盟谈判的目标；委员会支持这一雄心，但认为基辅要实现目标，必须显著加快改革步伐，法治领域尤其紧迫。
据路透社看到的路线图文件，委员会为乌克兰列出七个可在2027年临时结案的谈判领域：教育与文化列为上半年目标；知识产权、就业与社会政策、产业政策、研究、对外关系以及外交与安全政策列为下半年目标。文件称，法治领域的核心要求须在2027年上半年落实，各政策领域的谈判才可能临时关闭。
委员会同时表示，乌克兰已满足必要条件，呼吁在今年年底前开启剩余两个谈判集群——绿色议程与可持续互联互通，以及资源、农业与凝聚政策。
委员会没有为乌克兰设定入盟日期，并把这份路线图称为可随谈判进展更新的「活文件」。相比之下，同一报告中摩尔多瓦提出在2028年初临时结束谈判的目标，黑山则是例外，其目标为在2027年6月签署入盟条约。
乌克兰于2022年2月、即俄罗斯全面入侵四天后申请加入欧盟，并于同年6月与摩尔多瓦一同获得候选国地位。入盟一直是泽连斯基政府的核心外交目标，被视为保障国家长期安全与繁荣的路径。
European Commission Sets Out Ukraine Accession Roadmap: Seven Areas Could Provisionally Close in 2027, Rule-of-Law Reforms Must Accelerate
BRUSSELS — The European Commission said in its annual enlargement report on November 4 that the Ukrainian government has signalled its objective to close accession negotiations by the end of 2028. The Commission said it is committed to supporting that ambitious objective but considers that an acceleration of the pace of reforms — above all in the rule of law — is required to meet it.
According to the roadmap document reported by Reuters and Politico, the Commission identified seven policy areas in which Ukraine may provisionally conclude negotiations in 2027: education and culture are targeted for the first half of the year, while intellectual property, employment and social policy, industrial policy, research, external relations, and foreign and security policy are targeted for the second half. Fulfilment of key rule-of-law requirements in the first half of 2027 is necessary before negotiations in individual areas can be provisionally concluded, the document states.
The Commission also said Ukraine has fulfilled the necessary conditions and called for every effort to open the two remaining negotiating clusters — the green agenda and sustainable connectivity, and resources, agriculture and cohesion — by the end of this year.
The Commission did not specify an accession date for Ukraine and described the roadmap as a "living document" that can be updated as negotiations progress. In the same package, Moldova has signalled an objective to provisionally close negotiations by early 2028, while Montenegro is an exception, with June 2027 set as the target for signing its accession treaty.
Ukraine applied to join the EU on February 28, 2022, four days after Russia launched its full-scale invasion, and was granted candidate status alongside Moldova in June 2022. EU membership remains a core foreign-policy goal of President Volodymyr Zelenskiy's government, presented as a path to long-term security and prosperity.
